The Second Bulgarian National Information Day was held on February 10, 2023. The event, hosted this time by the Bulgarian Industrial Association gathered more than 35 experts -trade union representatives from the headquarters and federations of CITUB, BIA, branch chambers, representatives of the IT sector. The two research teams, from ISTURET/CITUB and from BIA, presented important results and conclusions from the studies carried out during the two-year period of the project, making it clear that digitalization is still a new topic at the industry level in relation to CLA – an untapped potential to reduce the risks for both parties. The role of the nationally represented workers’ and employers’ organizations for the development of social dialogue in the field of digitization remains leading. The digital strategy for the development of enterprises should step into dialogue at all hierarchical levels in the enterprise, but at the same time, many employers have not yet created or communicated with their workers and employees procedures that allow everyone to state the need to be included in training, which will increase the digital skills of the workforce.

The results of the survey conducted among workers and employees from the field of the IT sector, industry, finance and accounting, education, etc. was presented by Rositsa Makelova, scientific secretary of ISTURET/CITUB, who highlighted the following:

  • Half of the respondents say that with the introduction of new technologies, there has been a change in the organization of work.
  • More than 2/3 of the respondents share that the existence of (positive) practice that the digitization process is accompanied by training of the employed persons.
  • More than 80% evaluate the conducted trainings as effective in order to acquire the necessary knowledge and experience in handling the newly introduced technologies.
  • In enterprises where a system for controlling working hours has not been established, the majority of the surveyed workers state that it is not necessary to introduce such a system.

In the subsequent discussions, the possibilities for focused training in digital skills of employed and unemployed persons according to the Common European Framework for Digital Competences – DigComp 2.1 with funding from the National Recovery and Sustainability Plan and the Human Resources Development Program were presented and discussed. The leading role of the nationally represented workers’ and employers’ organizations in ensuring the quality and effectiveness of training in the next 3 years was emphasized.
The forum ended with a presentation of good practices in the process of digitization of labor and guaranteeing the protection of workers from enterprises and companies in several sectors, as well as a visit to Zagorka AD.
